Two Rangeley Operators
Honored at Fall Convention

On Thursday September 21, Thomas
Haggan, Chief Operator of Chick Hill Water Pollution Control Facility was
recognized as the first recipient of the JETCC Founders Award named in
honor of Rangeley’s Jerome “Frenchie” Guevremont. The award, presented at
the Maine Wastewater Control Association’s annual convention, was given by
the Maine Joint Environmental Coordinating Committee (JETCC).
This new award was named in honor of Frenchie Guervremont to recognize him
for his guidance to Maine’s environmental community, for his years of
service to the Town of Rangeley Maine, and for his contributions as one of
the original founders who established JETCC in 1985. During his long and
distinguished career with the Town of Rangeley, Mr. Guervremont has served
in multiple capacities within the wastewater profession and also in town
government.
Mr.
Haggan’s more than 30 years of dedication to the Town of Rangeley made him
the ideal first recipient for this award. As Chief Operator of the Chick
Hill Pollution Control Facility since 1990, Tom has also served his
community as a Public Works Mechanic, Equipment Operator, and Snow Plow
Driver among other things.
An excerpt in the award description states “As a wastewater professional,
and a protector of Maine’s waters, Frenchie has tirelessly shared his
expertise to promote our profession, to educate the general public, to
cultivate new wastewater operators and to advance the education and
training opportunities for water pollution control professionals in the
State of Maine.”
In expressing his appreciation for the award in his name, Frenchie
reflected upon the history and accomplishments of the wastewater treatment
industry and noted the improvements to Maine’s waterways. He praised the
professionalism of Maine’s wastewater operators and Tom in particular, by
stating that “Anything I have become has been because Tom has kept the
plant running, and very well. Tom’s dedication to detail and his thirst
for learning has allowed the plant to undergo changes over the years from
an Activated Sludge facility with a Phosphorous removal process and a lake
discharge, to a lagoon plant with summer land disposal and winter snow
making disposal.”
The JETCC Founders Award in Frenchie’s name was created and will now be
given annually to an operator, maintenance worker or laboratory personnel
working in a municipal or industrial wastewater treatment system in Maine.
Future award candidates throughout Maine may be nominated by their
supervisors or governing boards. Criteria for the award includes the
following:
1. Employment history and long-term service in a Maine wastewater system;
2. Meritorious service during a significant event while working in the
community or facility;
3. Accepted additional responsibility that resulted in a benefit to the
community or industry, or
4. Community involvement away from the job. More information and award

JETCC is a non profit organization that works closely with the Maine
Department of Environmental Protection to educate and serve Maine’s
licensed wastewater treatment plant operators. JETCC is also a Maine based
project of the New England Interstate Water Pollution Control Commission.

JETCC
Founders Award is intended to recognize a staff member working in a
plant or wastewater system.
