Septic System Installation Workshops
Each year the “Basic Onsite
Wastewater System Installation Course” is offered as the mandatory first
step for contractors seeking recognition through the Maine Department of
Health and Human Services Voluntary Certification Program for Septic
System Installers. Voluntary certification programs are also offered in
Subsurface Inspection along with additional topics to highlight new
technologies, plumbing code review and site evaluator refresher courses.
Partners on this training series include the Cumberland County Soil &
Water Conservation District the Maine DEP Non-Point Source Training
Center, Maine Department of Health and Human Services, the Maine State
Planning Office, and Casco Bay Estuary Project.
As the regional County Soil & Water Conservation Districts assist with the
local logistics, staff from DHHS’ subsurface Wastewater Program outlines
the agendas and leads the instruction while JETCC receives, tracks and
organizes all program registration material. Courses are generally offered
between January and April and are publicized through a brochure
distributed by JETCC as well as through newsletters from the program
partners.
The target audience for these classes include: septic system installers,
excavation contractors, Code Enforcement Officers, Professional Engineers,
Licensed Site Evaluators, architects, real estate brokers and homeowners,
as well as personnel working on erosion control.

Basic Onsite Wastewater System Installation Course
Presented by staff from the Maine Department of Health and Human Services’
Subsurface Wastewater Program, this session will give installers of
subsurface wastewater disposal systems a basic understanding of the
design, permitting, construction, and inspection processes contained in
the Maine Subsurface Wastewater Disposal Rules, CMR 241. The various types
of systems recognized will be discussed, with significant time devoted to
identification and explanation of the rule sections that relate directly
to the construction of subsurface systems. A detailed description of the
inspection process will be featured, stressing system construction aspects
that are critical to the successful long-term functioning of subsurface
systems. The use of erosion control devices and the DEP permitting process
will also be covered.
Attendees who submit HHE-200 Forms for two successfully completed system
installations will be granted a certification number. The details of the
voluntary Certification Program for System Installers will be covered
during this session.

Subsurface Wastewater System Inspection Course
Maine’s Department of Health and Human Services and Department of
Environmental Protection have developed a voluntary subsurface wastewater
system inspection program that is promoted for use at the time of property
transfers. However, this process could be used at any time that a system
owner wishes to document an existing subsurface system. This session,
presented by Subsurface Wastewater Program staff and certified system
inspectors, will describe the techniques needed to complete the DHHS State
Inspection Report Form (HHE-240). Several examples of typical inspection
scenarios will be discussed, including a review of completed inspection
report forms. Advanced techniques and equipment relating to existing
system evaluation will also be reviewed. Anyone attending this day-long
session will earn a voluntary certification relative to conducting
inspections of operating subsurface wastewater disposal systems.
